RFP and Construction Consulting
RFP and construction consultants act on the owner's side of a capital project, helping define the scope, prepare bid documents, compare contractor proposals and oversee the work. They give you an independent check on cost, quality and schedule.
Guide updated Oct 29, 2026. Written for operators, with input welcome from people who do this work.
Why this matters
Student housing projects run on a hard deadline, because the building has to be ready when residents arrive for fall. An RFP or construction consultant helps you define the scope, compare bids on equal terms and keep the schedule honest, so a project doesn't slip into move-in week.
When you need it
- When planning a large project like a roof, facade or amenity renovation that has to finish before fall.
- When your team does not have the time or experience to manage a bidding process.
- When owners or lenders want an independent review of bids and progress.
- After a past project ran over budget or past move-in and you want more control next time.
Common challenges in student housing
- Fitting design, bidding, permitting and construction into the short summer window.
- Getting contractors to bid on the same scope so proposals can be compared fairly.
- Managing change orders once work uncovers hidden conditions.
- Keeping work safe and quiet when some residents stay on site over the summer.
- Confirming the consultant has no undisclosed ties to the contractors they recommend.
What to look for
- Experience scheduling work around the academic calendar, especially the short window between move-out and move-in.
- A clear scope of services: ask whether they write the bid package, run the bidding, review contracts and oversee construction.
- A bid comparison format that lines up contractors on the same items so you can compare fairly.
- Independence from the contractors they recommend, with any relationships disclosed in writing.
- Regular progress reporting with photos, schedule updates and cost tracking you can pass to owners.
- Familiarity with local permitting and inspection timelines in your market.
- Fee structure in writing, whether flat, hourly or a share of project cost.
How pricing usually works
- Fees may be a flat fee per project, hourly or a share of total project cost.
- Some separate the fee for bid preparation from the fee for construction oversight.
- Site visits, travel and extra meetings may be billed as additional services.
- Scope changes usually lead to a revised fee, so it helps to agree on how that works up front.
How prices are usually structured, not what they cost. Actual prices vary by market, property and scope, so compare written proposals.
Questions to ask a supplier
- Which parts of the project do you handle, from scope writing to final closeout?
- How have you scheduled past projects around a fall move-in deadline?
- Do you have any financial relationships with the contractors you might recommend?
- What does your bid comparison look like, and can we see a sample?
- How often will we get progress reports, and what will they include?
- How is your fee structured, and what would cause it to change?
