Group Purchasing and Procurement

Group purchasing and procurement programs combine the buying power of many properties to get negotiated pricing from suppliers. They often include ordering platforms and spend reporting.

Guide updated Oct 29, 2026. Written for operators, with input welcome from people who do this work.

Why this matters

The annual turn in student housing means buying large amounts of paint, flooring, furniture, appliances and cleaning supplies on a tight schedule. A purchasing program can lower costs and make ordering simpler, but only if it has the suppliers and delivery timing you need before move-in.

When you need it

  • When planning turn purchases for paint, flooring, furniture and supplies.
  • When owners ask for proof that you are controlling costs.
  • When you take on new properties and want consistent suppliers across them.
  • When delivery delays have put move-in dates at risk.

Common challenges in student housing

  • Negotiated pricing does not always beat local suppliers for every item.
  • Delivery timing for bulk and furniture orders can clash with the turn schedule.
  • Rebate-funded programs can make true costs hard to compare.
  • Minimum commitments may limit flexibility with existing vendors.
  • Staff need to actually use the program for savings to appear.

What to look for

  • The supplier list and product categories covered, checked against what you actually buy for turn.
  • How pricing is set and whether there are minimum purchase commitments.
  • Any membership fees, and whether the program is paid through rebates from suppliers.
  • Delivery and lead times for furniture and bulk orders before your move-in date.
  • Freedom to keep using your existing local vendors where it makes sense.
  • Reporting on spending and savings by property that you can share with owners.
  • Contract length and how you can leave if the program does not work for you.

How pricing usually works

  • Some programs charge a membership fee, while others are free to join and funded by supplier rebates.
  • Pricing is usually negotiated per supplier and product category.
  • Minimum purchase commitments or volume tiers may apply.
  • Freight, delivery and installation are often priced separately.

How prices are usually structured, not what they cost. Actual prices vary by market, property and scope, so compare written proposals.

Questions to ask a supplier

  1. Which suppliers and product categories does your program cover?
  2. Is the program funded by membership fees, supplier rebates or both?
  3. Are there minimum purchase commitments?
  4. What lead times should we expect for bulk and furniture orders before move-in?
  5. Can we keep using our local vendors where they make sense?
  6. What spend and savings reporting do you provide by property?
  7. How long is the contract, and how do we leave?
